Guide C's installed rows for concrete, clay, large slabs and cast-stone cobbles repeat, figure for figure, a national paving manufacturer's table built from February 2020 Gauteng market research.

Paving Calculator: m², Waste and Cost
- Measure the area. A rectangle is length × width. A triangle is ½ × base × height. A circle is 3.14 × radius × radius. An L-shaped driveway is two rectangles added together.
- Add for cuts. Order 5 to 10% more pavers than the measured area (guide B).
- Multiply by the rate. Area in m² × the rate per m² in one guide's scope.
Worked example: a driveway 8 m long and 5 m wide is 40 m². The pavers to order are 42 to 44 m². At guide C's installed rate of R250 to R350 per m², the driveway costs R10,000 to R14,000. At guide A's standard Gauteng labour rate of R100 to R200 per m² (November 2025), 40 m² costs R4,000 to R8,000.
Paving Cost by Job Size
| Job | Area | Concrete blocks, installed (C: R250–R350) | Concrete paving, Pretoria (A: R250–R410) | Clay pavers, installed (C: R300–R350) | Labour only (A: standard Gauteng, R100–R200) |
|---|---|---|---|---|---|
| Single driveway, 3 m × 6 m | 18 m² | R4,500 – R6,300 | R4,500 – R7,380 | R5,400 – R6,300 | R1,800 – R3,600 |
| Patio, 5 m × 4 m | 20 m² | R5,000 – R7,000 | R5,000 – R8,200 | R6,000 – R7,000 | R2,000 – R4,000 |
| Pool surround, 1 m band around an 8 m × 4 m pool | 28 m² | R7,000 – R9,800 | R7,000 – R11,480 | R8,400 – R9,800 | R2,800 – R5,600 |
| Double driveway, 6 m × 6 m | 36 m² | R9,000 – R12,600 | R9,000 – R14,760 | R10,800 – R12,600 | R3,600 – R7,200 |
| Driveway, 8 m × 5 m | 40 m² | R10,000 – R14,000 | R10,000 – R16,400 | R12,000 – R14,000 | R4,000 – R8,000 |
| Driveway and path | 60 m² | R15,000 – R21,000 | R15,000 – R24,600 | R18,000 – R21,000 | R6,000 – R12,000 |
| Front yard | 100 m² | R25,000 – R35,000 | R25,000 – R41,000 | R30,000 – R35,000 | R10,000 – R20,000 |
Plain arithmetic: area × each guide's own rate. The pool surround is (10 m × 6 m) − (8 m × 4 m) = 28 m².
How Much Does It Cost to Pave 40 m²?
Paving 40 m² costs R10,000 to R14,000 with concrete bevel or interlocking blocks at guide C's installed rate of R250 to R350 per m². Guide A's Pretoria concrete rate of R250 to R410 per m² gives R10,000 to R16,400. At guide A's standard Gauteng labour rate, 40 m² costs R4,000 to R8,000.

Cost Drivers for Paving in Pretoria
- Base and soil. Site preparation is 30 to 40% of the total in guide A. Dolomite stands need a planned storm-water outlet, explained under paving in Centurion.
- Pattern and waste. Guide B allows 5 to 10% extra pavers for cuts and breakages; guide E lists premiums over plain herringbone of R15–R25 per m² for a soldier-course border, R30–R50 for a mixed pattern with feature strip and R60–R120 for full cobblestone or tumbled pavers. Patterns are compared under paving designs.
- Paver thickness and colour. Each extra 10 mm adds R20 per m², and colour adds R15 per m² (guide C).
- Access and slope. A site reached only by wheelbarrow, or a steep drive that needs more shaping, takes longer to lay.
- Demolition and drainage. Breaking out old concrete or tar and fitting channel drains are separate lines.
- Delivery. Transport runs R1,200 to R5,700 per job in guide C.
Sidewalk Paving and the City of Tshwane Wayleave Fee
The City of Tshwane Work in the Public Road Reserve By-laws (Provincial Gazette 048, 11 February 2026) list paving on sidewalks by property owners in section 3(2)(i). Section 2(1) requires the wayleave application to be submitted by a professional engineer. The City's 2026/27 tariff, Schedule 26, charges R2,800 including VAT to process a wayleave application for normal civil engineering projects, from 1 July 2026 to 30 June 2027. That processing fee sits outside the paving rate per m².
How to Compare Two Paving Quotes Line by Line
| Line | What the quote should state |
|---|---|
| Area | m² per section, measured on site |
| Paver | Type, colour and thickness in mm |
| Sub-base | Material, depth and compaction |
| Bedding sand | Depth before compaction |
| Edge restraints | Kerb, soldier course or cast edge, and the length in metres |
| Cutting and waste | Percentage of extra pavers |
| Joint sand and compaction | Fine joint sand, plate-compacted |
| Old surface | Breaking out and rubble removal, or none |
| Delivery | Included or a separate amount |
| Sidewalk | Any road-reserve work and who applies for the wayleave |
Why Cheap Paving Quotes Go Wrong
A low quote usually drops the base. Site preparation is 30 to 40% of the total in guide A, so a quote without a sub-base line looks that much cheaper. The City of Tshwane measures compaction on its own work: cross-cut trenches are compacted to at least 90% MOD AASHTO under section 2(4) of the Work in the Public Road Reserve By-laws. A quote should name the sub-base material and how it is compacted.
Paving at Cashbuild vs Installed Paving
A retailer's paver price covers the pavers only. Paving Wiz Pretoria does not quote retailer shelf prices, so check the branch. In guide C, 50 mm grey bevel pavers cost R150 to R162 per m² and the installed rate is R250 to R350 per m². Guide A lists standard Gauteng installation labour at R100 to R200 per m².

How much does a sub-base add to paving?
R6,500 to R10,000 for a gravel sub-base on 50 m², in guides A, C and D. A cast concrete base for 50 m² costs R10,000 to R18,800 in guides A and C. Guide A puts site preparation at 30 to 40% of the total project cost.

Yes, per m². Tar guide F (January 2026) puts Pretoria tar at R90 to R160 per m², against R250 to R350 per m² for installed concrete blocks in guide C. Paving can be lifted and re-laid in patches; tar is cut out and patched.
How many extra pavers should I order for cuts?
5 to 10% more than the measured area, per guide B (January 2026). A 36 m² driveway needs 37.8 to 39.6 m² of pavers.
Is there a municipal fee for paving the sidewalk?
Yes. The City of Tshwane charges R2,800 including VAT to process a wayleave application for normal civil engineering projects in 2026/27, and its by-law lists sidewalk paving by owners as wayleave work.
Does a paving price include rubble removal?
No, not by default. Removing an old surface and carting the rubble is a separate line on most quotes, so check that the quote names it.
